NACS members have had to deal with increased online competition, Higher Education Opportunity Act compliance, e-books, and a recession. The 2010-11 school year is just weeks away and these concerns loom as large as ever. These changes are forcing college stores to be more open to new things: rental programs, kiosks, fresh food, and nontraditional services. Stores are also more willing to partner with other entities, both on and off campus. So, what are college store folks thinking about as they head into the new school year? Lyn Philbrick, manager, University of Southern Maine Portland Bookstore, Lewiston, said her schools migration to online classes has put the store at a great disadvantage when it comes to buying product and making up for less foot traffic. I have been struggling with how to attract students and make their experience in the bookstore more enjoyable, Philbrick said. I feel that we give great customer service but need to spice things up a bit. A little pepper in the form of music was added in the store and Philbrick is considering staging more student-centered events. I am also exploring ways to perform other services on campus, which may increase my traffic, Philbrick said. It is the intent of Bellingham Technical College that all members of the College community adhere to (follow) the provisions of the United States Copyright Law (Title 17, United States Code, Sect. 101 et seq.). Bellingham Technical College recognizes the Copyright Act of 1976 and subsequent amendments including Guidelines for Off-the-Air Recording of Broadcast Programming for Education Purposes, The Digital Millennium Copyright Act of 1998, and The TEACH Act, which grants authors, publishers and creators control over the copying, distribution, and performance of their original works. Bellingham Technical College recognizes the importance of the Fair Use doctrine (Section 107 of the Copyright Act of 1976); all staff and faculty shall be responsible for acquainting themselves with its provisions so that the guidelines are followed when copying is done. The doctrine of Fair Use (section 107 of the U. S. Copyright Law) permits the use of materials for nonprofit, educational purposes without permission under certain conditions. The Fair Use Doctrine does not guarantee protection from lawsuits, but good faith efforts may mitigate fines and damages. It is a balance to see if each individual use tips to fair use or not. Consider these four factors for determining Fair Use 1. The purpose and character of work. How and why will it be used? Classroom instruction is usually okay, but public presentation may not be. The Blackhawk Technical College Board heard an update on the school's construction projects at a meeting Wednesday. Construction is taking place at both the central campus between Beloit and Janesville, and the Monroe campus. The projects are on schedule and within budget, according to Geoff Hurtado, project manager. Hurtado indicated work being completed at the Monroe campus should be completed by January, while the central campus construction should be completed in time for the 2005 fall classes. "Financially we're also in healthy shape," Hurtado told the board, adding only a few change orders were being requested. The additions were made possible after local voters approved a $17.5 million referendum in 2002. Among the improvements for the central campus are an 18,000-square-foot addition to the existing Protective Services area, as well as an indoor firing range, apparatus room, classrooms, computer labs and faculty offices. Also planned for the main campus is a large area for student services, including a center for academic and career development. A new bookstore also is being constructed, and the children's learning center will be relocated when all the projects are done. In Monroe, classrooms and lab space is being added, as well as offices for staff and a bookstore. A larger parking lot is also in the plans. In all, more than $15 million will be spent on improvements at the central campus, while $2.2 million will be spent in Monroe. The 2002 referendum was the first time since 1985 the BTC board asked the public for help. The public two-year college provides college-credit classes for those going into a technical field or needing to learn a new skills.
